The draft Tasmanian Youth Justice Facility Model of Care (PDF, 4.5MB) sets out how Tasmania’s new youth justice facility will operate. It focuses on:
- Creating a safe, supportive environment for children and young people in detention
- Helping them make positive changes, address the root causes of crime and break the cycle of offending.
- Keeping communities safe and reducing youth crime.
The draft Facility Model of Care is part of our work to shape Tasmania’s future youth justice system and responds to recommendations made by the Commission of Inquiry into the Tasmanian Government’s Response to Child Sexual Abuse in Institutional Settings (Commission of Inquiry), particularly recommendations 12.16 and 12.18.
It supports the Youth Justice Blueprint 2024-34 (PDF, 1MB) and the Youth Justice Model of Care, which aim to reduce the involvement of children and young people in the youth justice system through early intervention, prevention and diversion, with detention as a last resort
For the small number of children and young people who require secure accommodation, the draft Facility Model of Care aims to create a therapeutic, trauma-informed and culturally safe environment.
Evidence shows these approaches are most effective for helping children and young people in detention to address their offending and turn their lives around, which keeps our community safer.
The draft Facility Model of Care was informed by consultation with children and young people, people with lived experience and subject matter experts.
Between 27 February 2026 to 17 April 2026, we released the draft Facility Model of Care for public consultation. We invited anyone with an interest in Tasmania’s future youth justice to provide feedback, with the option to provide a submission, an audio or video recording or a response to a survey. We also engaged directly with people with lived experience of Tasmania’s youth justice system, community sector organisations, Tasmanian Aboriginal organisations, experts, agencies and independent oversight bodies.
We will use the feedback to help shape the final Facility Model of Care, which will be released by mid-2026.
The final Facility Model of Care will provide the basis for the development of practices, policies and procedures for the new Facility.

No personal information other than an individual’s name or the organisation making a submission will be published.
Submitters were requested to indicate at the time of making their submission if they would like the submission to be treated as confidential, whether in whole or in part, clearly identifying the parts of the submission requested to remain confidential and the reasons why. In this case, the submission will not be published to the extent of that request.
