DECYP has released Bright Lives: The Roadmap to Uplifting Care and Phase 1 Action Plan. It outlines how we will improve Care (also known as or out of home care) for children and young people who cannot live safely at home.

The Roadmap sets out how we will ensure every child in Care is known, safe, well and learning, and has the support to heal and thrive. It is based on what we know works. It also reflects the voices of children and young people with lived experience of Care and the people who care for them.

The Roadmap identifies seven key areas (‘strategic directions’) where we will focus our efforts until 2029 and beyond. It will be delivered in three phases — with a separate plan for each phase. The Phase 1 Action Plan: 2025-26 will help to reset our foundations and build stronger relationships.

The Roadmap is one of three Foundations for Uplifting Child Safety and Care along with:

  • Putting Children First: Our Child Safe Approach — explains our purpose, vision and principles for delivering child-centred, rights-based and culturally responsive services to children, young people, families and carers.
  • The Child Safety, Care and Youth Justice Outcomes Framework — focuses on the outcomes that matter most to children and young people engaged with our services to drive improvement.

Together, they provide a strong base for improvements we can make now while we work to deliver on our future vision for children and young people.
