Key information

What is the Roadmap about?

Our goal is that all children and young people in Care (also known as out of home Care) are known, safe, well and learning, and are supported to heal and thrive.

What does the Roadmap aim to achieve?

To best support children, young people and their families, we need to provide:

  • safe and high-quality Care
  • Care that respects their rights and supports them to heal and grow.

To keep children and young people in Care safe and supported, we need strong partnerships with our:

  • Carers and families
  • service providers
  • Aboriginal-led organisations
  • other community service providers and government agencies

How will this happen?

We will make improvements in three stages – spanning until 2029 and beyond. Each stage has a clear action plan that explains how improvements will be made during each phase.

  • The Phase 1 Action Plan (2025-2026) will reset our foundations, building our relationships and foundations for improvement.
  • The Phase 2 Action Plan (2027-2028) will build on our foundations to improve how services are delivered.
  • The Phase 3 Action Plan (2029+) will strengthen and sustain new ways of working, services and supports.

Our approach to driving change is child-centred and rights-based. It embeds participation, cultural safety and trauma-informed practice across all services, while working with carers, government, non-government and Aboriginal-led organisations.

Background

This work is focused on implementing key recommendations of the Commission of Inquiry into the Tasmanian Government’s Response to Child Sexual Abuse.

It is based on the voices of children, young people, carers, workers and Aboriginal Community-Controlled Organisations (ACCOs) and service providers with experience of the Care system.

The Roadmap is one of three foundations for uplifting child safety and care. It is joined by Putting Children First: Our Child Safe Approach – which sets out our purpose, vision and principles for delivering child-centred, rights based and culturally responsive support.

The Child Safety, Care and Youth Justice Outcomes Framework explains the outcomes we are working towards for children and young people engaged with Child Safety, Care and Youth Justice services in Tasmania.
